It has come to the board’s attention that there are community discussions going on with some mis-information regarding plans to grant the

Golf Course & Resort water usage rights from SCMA.

• To clairfy, the board has not received, reviewed, or drafted any “agreement”. Rather, the board issued a letter outlining the minimum terms required to be met in any proposed agreement the Golf Resort might request.

• Cadence of events is important for homeowners to understand:
  • Golf Resort approached the board re: an agreement for unused water rights. There is precedent surrounding concurrent use and protecting said water rights
  • Board immediately engaged a water rights attorney to draft a letter of the minimum requirements that would need to be met to even consider an agreement
  • Everything in the momorandum is nonbinding, and provides no obligation nor liability to sign an agreement

• Not one board member can act on behalf of the full board.  As Water Chair, that position provides a service to the board and the entire community, but is not alone responsible for making any of the decision nor should be the direct point of contact for the community.  Inquiries, comments etc. should be directed to the SCMA Webmaster for board response. NEVER should a community member go to and/or approach a board member personally.
• At all meetings a quorum must be present.  Each member of the Board of Directors shall possess one vote in matters coming before the board
  • All Meetings are posted on the website -all members may attend these meetings.
  • Special meetings may be designated by the Directors from time to time and are posted on the website (we have tried to ensure that this notice has been done, no less than 14 days prior to that date)
  • All meeting minutes are posted on the website after Approval of minutes  (Example: April 2026 minutes are in review and will be approved at the next Board meeting)
